The site lies in Keynsham Town Centre. This 1970s Riverside building comprises a vacant 5 storey office block with retail units and Keynsham Leisure Centre beneath. The proposal involved a comprehensive approach for the site including: the former offices’ conversion to 98 residential flats, the refurbishment and extension of the existing leisure facility; improvement of the building’s external appearance coupled with a new stairway along with further landscaping and planting works into the park.
Riverside complex was promoted as a key regeneration site in local policy. A package of three planning applications was submitted to BANES in November 2016: full planning application for refurbishment and extension of the Leisure Centre; Prior-Notification ‘Permitted Development’ for converting the upper floor units (B1) to 98 residential units (C3) accompanied with appropriate levels of parking provision. All 3 proposals granted permission in February 2017.
