Two storey rooftop extension allowed at appeal

CSJ Planning, on behalf of ERE Collections Ltd , have recently secured planning permission and Prior Approval at appeal for a two storey rooftop extension to an existing residential apartment block in Redhill, Surrey. The scheme proposes 8 apartments over two storeys.

Both a full planning application and subsequent prior approval application (which comprised identical designs) were refused by Reigate and Banstead Borough Council. The applications were both refused on highways grounds, citing lack of adequate parking provision.

CSJ Planning, working alongside Development Planning Limited Highway Consultants, successfully argued that the site was sustainable and had good parking availability in the surrounding neighbourhood.  

The Inspector dismissed the reasons for refusal on the conjoined appeals  stating “….the proposal would lead to no more than 5 additional vehicles requiring on-street parking in this part of the Watercolour development on a regular basis. In reality it is likely to be less than this and, even combined with any visitors, the impact cannot be described as “severe”. The formal evidence is that the likely demand for parking could be accommodated. Whilst anecdotal evidence suggests that there are existing difficulties, there is no clear indication that highway safety would be prejudiced as a result of the proposal.”
