Planning and Listed Building Consent granted for 24 student units on Charlotte Street, Bristol

14, 15 and 16 Charlotte Street are part of a Grade II* listed terrace opposite St George’s Concert Hall, a short distance from Park Street and the ‘Triangle’. The buildings were constructed between 1787 and 1800 by William Paty and used for many years as individual dwelling houses. They were converted for office use approximately 40 years ago and occupied by a firm of Solicitors until February 2016. Despite the office conversion, many of the original features and much of the historic plan form survived intact, particularly on the ground and first floors. The buildings were purchased last year by Bristol based development company, Urban Creation, with the aspiration to reinstate a residential use and provide bespoke, managed accommodation for students. CSJ were instructed to secure the necessary planning and listed building consents to facilitate the change of use and various building works. Working in tandem with Studio Henley Architects, CSJ engaged with the Council’s Conservation Officer to help negotiate a design for the conversion that ensured scheme viability and the protection of valuable heritage features. A significant conservation gain was provided by blocking up the opening between nos. 14 & 15 (created during the office conversion) to allow the buildings to function as separate units, as they would have historically. As well as managing the application process, CSJ produced a robust Planning Statement to demonstrate accordance with local planning policy and justify the design in terms of the impact on historic fabric and residential amenity. This provided a sound basis for negotiations with the City Conservation Officer. Planning and listed building consent for each property was granted in August 2016 and it is anticipated that the development will be ready for occupation in September 2017.
