Consent was granted for up to 400 dwellings, 1,000m2 managed employment floorspace, public open space and the retention of the existing Cloakham Lawns recreation facilities. The application site sits within open countryside beyond the northern fringe of Axminster, in a sustainable location within walking distance of Axminster town centre. Although advanced through the Local Plan and Core Strategy process, the application was submitted in advance along with the final publication of the Core Strategy due to support from the LPA and the benefits of providing 40% affordable housing.
This was a long-term strategic project for CSJ Planning Consultants, which took place over a number of years. After initial promotion of the site through the Local Plan process and hearing and through the Core Strategy, extensive public consultation took place within the town to gain support for its early release as housing land. The application was accompanied by an Environmental Statement and gained full support from East Devon District Council Planning Committee. A judicial review then ensued where CSJ Planning Consultants provided evidence which along with legal representation led to the judicial review being quashed.
